NOTICE IS HEREBY GIVEN that the Sacramento Local Agency Formation Commission on Wednesday November 1, 2023, at 5:30 pm or as soon thereafter as is practicable, shall conduct a public hearing to
1) Consider and adopt CEQA Statutory Exemption §15061(b)(3) for, and updates to, the spheres of influence for Sacramento County Regional Sanitation District (Regional San) and Sacramento Area Sewer District (SacSewer); and
2) Consider and adopt CEQA Categorical Exemption §15320 for, and the Reorganization of, Regional San and SacSewer.
The hearings will be held in the Board Chambers, 700 H Street, Room 1450, Sacramento, California.
The Reorganization proposal was initiated by the Boards of Directors from Regional San and SacSewer. It involves the dissolution of SacSewer, the annexation of SacSewer's service area into Regional San and the renaming of Regional San as “SacSewer."
No changes are anticipated to the rates paid by customers, the quality of service provided to customers or to the infrastructure as a result of this reorganization. The extension of SacSewer's existing charges, assessments, taxes and fees will be considered as part of this reorganization.
Because the resolution to dissolve SacSewer was approved unanimously by the SacSewer Board of Directors, there will be no protest hearings on the dissolution per Government Code 57077.1. Pursuant to Government Code Section 56663, the Commission intends to waive protest proceedings unless written opposition to the proposal is received before the conclusion of the Commission proceedings on this reorganization. As part of the reorganization, there is potential for the extension or continuation of any previously authorized charge, fee, assessment, or tax by SacSewer.
PUBLIC COMMENT PROCEDURES
The Commission fosters public engagement during the meeting and encourages public participation, civility and use of courteous language. The Board does not condone the use of profanity, vulgar language, gestures or other inappropriate behavior including personal attacks or threats directed towards any meeting participant.
In-Person Public Comment
Speakers will be required to complete and submit a speaker request form to Clerk staff. The Chairperson will invite each individual to the podium to make a verbal comment
